China has denounced recent U.S. export controls that effectively bar global companies from using Huawei’s Ascend AI chips without a special license. Under the new rules, any firm found in violation could face up to 20 years in prison.
At a regular press briefing on Thursday, He Yongqian, spokesperson for China’s Ministry of Commerce, accused the United States of abusing export‑control measures to undermine Huawei’s developmentand, by extension, harm China’s broader technological progress. He warned that Beijing would take decisive action to protect the legitimate rights and interests of its companies.

He added that these measures disrupt not only bilateral trade but also the stability of the global semiconductor supply chain and the broader international economy.
Yongqian warned that U.S. chip controls undermine long‑term, mutually beneficial cooperation between companies on both sides.
The timing is critical: Huawei was gearing up to begin mass shipments of its Ascend 910C AI chip by month’s end and planning to launch the next‑generation 910D designed as a high‑performance rival to Nvidia’s H20 in the coming months. These new sanctions, however, are poised to delay those ambitions.
